Make 1 million Europeans' opinions into action!

Idea Outline
For nearly a decade, EU politics have been flirting with the idea of enabling a sizeable number of Europeans to directly influence legislation, ie. glimpsing Direct Democracy: http://en.wikipedia.org/wiki/European_Citizens'_Initiative Let's do it!!

The Challenge
* Current framework as proposed by EU may not be as flexible as demanded for modern issues and creates unnecessary burden for interested citizens. * Citizens would like to participate electronically in such e-democracy initiatives, preferably by mobile computers/phones, tablets etc.

The Solution

The idea is about turning the 1 million EU petition into a totally mobile experience. *Citizens should be able to vote with their finger*.

Features:
* The intended result is to provide an app for at least 3 major mobile platforms for the declared goal (fi. iOS, Android, Windows).
* The solution should have reasonable security aspects for the intended purpose (ease-of-use, 2-factor authentication etc).
* The resources (monetary, time) will be used to mobilize people in this direction.
* The 1st phase deliverable will be a summary report on the Tentative Execution Plan (TEP).


Target group and social impact
All Europeans. Potentially, they may become able to have a direct say in governmental affairs, at large.




Competences of the applicant
The applicant is by profession an experienced Systems Engineer, currently acting as Secretary of Engineers Without Borders Luxembourg. Furthermore, previous work in this domain, enabling an application on mobile phones, called "Citizen Wings", was among the winners of 2012 Apps Foundry Contest in Luxembourg: http://apps-foundry-contest.org/2k12-talents
